Information on North Powers/SH 83/Shoup
-
What
is CDOT doing on SH 83?
In
conjunction with the Powers Blvd. construction, CDOT is re-aligning
approximately one mile of SH 83. The re-alignment of SH 83 will
raise the intersection of Shoup Road approximately eight feet
higher than it is today. The added measures of reducing the roadway
grades, increasing sight distances, lowering speed limits and
installing permanent traffic signals, guardrails and lighting
will have a positive impact on the safety of this intersection.
CDOT is also constructing a new bridge structure over Black Squirrel
Creek as a part of this project.
- How
long will the construction on SH 83 take?
The
construction on SH 83 is expected to be complete in September
2005.
- Will
roads be closed? Will there be detours?
The
alignment of SH 83 will be shifted slightly to the east (at the
old Shoup Road intersection) in order to accommodate the construction
of a new bridge over Black Squirrel Creek. However, SH 83 will
remain open at all times, although there may be periods where
it will be necessary to reduce traffic to one lane in order to
complete some of the roadway construction. When it is necessary
to reduce traffic to one lane, you may experience minor delays
(5-10 minutes). The Contractor is not allowed to perform any lane
closures from 7:00 -9:00 a.m. or 4:00 -6:00 p.m.
- Is
there going to be a traffic signal added to the SH 83/Shoup Road
intersection?
When
the re-construction of the SH 83/ Shoup Road intersection is complete,
there will be a permanent traffic signal in place.
- What
will the speed limit be when the new roadway is opened?
If
you are driving southbound from Northgate Road, the speed limit
will be lowered to 50 mph north of Shoup Road and through the
Shoup Road intersection. The speed limit will then be lowered
to 45 mph as you approach the Powers Blvd. intersections. If you
are traveling northbound, the speed limit will be 45 mph through
the Powers Blvd. intersections and increase to 50 mph as you approach
Shoup Road.
- How
many lanes will there be when CDOT opens the new section of SH 83
?
There
will be four lanes of travel (two in each direction) from one-half
mile north of Shoup Road to Pikes Peak Community College when
the project is completed. In addition, turn lanes will be added
at the Shoup Road intersection.
- What
will you do about potholes or other road damage as a result of construction?
The
construction Contractor is responsible for the maintenance of
the roadway within the project limits.
- Why
are you doing most of the major construction in the winter instead
of the summer?
Due
to the presence of the Prebles Meadow Jumping Mouse, CDOT can
only perform construction activities within the habitat areas
from November 1 through April 30 of any given year, which is the
period that the mice are dormant.
- Why
did CDOT place all that dirt on the east side of SH 83, just south
of Shoup Road?
CDOT
allowed the Contractor to place approximately 200,000 cubic yards
of surplus fill material on the CDOT Maintenance yard. This allowed
CDOT to recover approximately six acres for storage purposes and
significantly reduced the number of trips through the Black Forest
area to dispose of the extra materials.
- What
is that metal building on the Maintenance Yard and why is it so
tall?
This
is a shed for the storage of sand used on state highways during
the winter months. Due to the types of vehicles delivering the
sand, it requires additional heights, so that the delivery trucks
may extend their booms while still inside the storage shed.
- When
driving on SH 83, I don’t see much activity on Powers Blvd.
What is going on and when will I be able to use Powers Blvd.?
Most
of the remaining items to be constructed on Powers Blvd. from
Briargate to SH 83 include signing, guardrail, lighting, and pavement
markings. In addition, final asphalt paving will be completed
in the spring and early summer of 2005. CDOT will open this section
of Powers Blvd. when the SH 83 improvements are completed (August
2005).
- When
will the construction of Powers from Research to Briargate be completed?
A
local developer, LaPlata Investments, is responsible for the construction
of this section of Powers Blvd. and completion is expected in
the spring of 2005. This construction also includes the extension
of Briargate Parkway and Union Boulevard to Powers Blvd.
- Is
CDOT planning on extending Powers to I-25? If so, when?
The
long-term plans include the extension of Powers Blvd. to I-25
approximately one-half mile south of the existing Northgate Interchange.
The extension and timing is dependent on funding and is unknown
at this time.
- I
have noticed traffic signals on Powers from Woodmen to SH 83, but
I thought Powers was to be a freeway?
Powers
from Woodmen to I-25 was given environmental clearance to be constructed
as a freeway in 1998. The interim roadway is being built with
traffic signals, and as traffic demands increase and funding becomes
available, interchanges will be constructed.
